Bill also has a Customs background and has been involved in local authority VAT matters for over 20 years. Prior to joining LAVAT, he was the VAT Director of the Public Sector Group at Ernst & Young where he was responsible for overseeing the provision of VAT services to Ernst & Young's public sector clients.

Bill has facilitated quarterly Local Authority VAT Forums, which he hosts in five venues throughout Wales and the South of England, for over 16 years. He has lectured extensively on VAT and local authority issues. He has particular expertise in advising local authorities on regeneration initiatives (he was VAT adviser to Cardiff Bay Development Corporation, at the time responsible for the biggest urban regeneration programme in Europe), partnership arrangements and externalisation of in-house activities.
