HMRC has published a new version of Public Notice 700: The VAT Guide, which has been updated to reflect the 20% VAT rate and other recent changes.  We understand that there is nothing in the new version that hasn’t been previously announced, so it is a consolidated publication rather than a change of policy.  The new version dated Feb 2011 is available for download now from the HMRC website.
